25. David Berkowitz

8. John Wayne Gacy

He confessed a total of 56 murders, and in April 1992 was convicted of committing 53 of them. Relatives of the deceased demanded his release from custody to commit lynching. Chikatilo was sentenced to death and shot in February 1994.
